Chabahar Port is a deep-water port located in southeastern Iran along the coast of the Gulf of Oman. Its location outside the narrow waters of the Strait of Hormuz gives it direct access to the open waters of the Indian Ocean. 

Because of its proximity to Afghanistan, Pakistan, and India, the port has emerged as an important connectivity hub linking South Asia with Central Asia and Europe. 

• It is located in Sistan-Baluchestan province of Iran and serves as the country’s only port with direct access to the Indian Ocean.
• The port lies on the Gulf of Oman, close to the strategically important Strait of Hormuz, through which a large share of global oil trade passes.
• Chabahar consists of two main terminals — Shahid Beheshti Port and Shahid Kalantari Port.

Geopolitical and Security Challenges

1. Sanctions and External Political Risks: Sanctions imposed by the United States on Iran have complicated financial transactions, investments, and private-sector participation in the project. Although India received limited exemptions for developing Chabahar, uncertainty over sanctions continues to pose risks for long-term investments.
2. Regional Security Instability:  Escalating tensions in West Asia, particularly the ongoing Iran–Israel conflict, have increased risks for maritime trade routes in the region. Such conflicts can disrupt shipping activity and temporarily affect port operations.
3. Iran–China Strategic Partnership: Iran’s expanding economic cooperation with China, including a long-term 25-year strategic agreement, has raised concerns for India regarding China’s growing influence in regional infrastructure and connectivity projects.

Economic and Infrastructure Constraints

1. Competition from Regional Ports: Chabahar faces competition from Gwadar Port, which is being developed with Chinese investment under the China-Pakistan Economic Corridor. Gwadar’s deeper natural harbour and larger planned capacity could challenge Chabahar’s commercial growth.
2. Limited Initial Capacity: Compared to other emerging regional ports, Chabahar currently has relatively smaller capacity and requires substantial investment to develop into a major transhipment and industrial hub.
3. Project Delays and Connectivity Gaps: The project has faced delays in infrastructure development, particularly the proposed Chabahar–Zahedan railway line, which is crucial for linking the port to Afghanistan and Central Asia and strengthening its role in regional trade corridors.
