Suggestions to improve:

  • Could briefly mention specific year/period of Beijing's transformation (e.g., "Beijing's transformation since 2013 through its Air Pollution Prevention and Control Action Plan")

[DRAWING: a rectangle is drawn around the words "key elements of Beijing Approach".]

key elements of Beijing Approach

1. Shifting from coal to gas based economy to reduce particulate pollution.

2. Retrofitting, Replacing and shutting down heavily polluting industries around Beijing.

3. Restricting sale of polluting vehicles and shifting to EV and public transport.

4. Strict enforcement of policies rather than waiting for voluntary contribution.

5. Long term gradual plan of action instead of impulsive based temporary action, led Beijing to solve the core of pollution problem which was coal based economy.

Result: Beijing from 2013-2022 reduced PM 2.5 levels about 66%, SO₂ level around 55% and PM10 level to around 50%.

Suggestions to improve:

  • Can explain Beijing's "war-room approach" with cross-departmental coordination (e.g., Ministry of Ecology and Environment working with local governments under performance-linked accountability)
  • Could mention financial mechanisms like subsidy schemes for coal-to-gas conversion that incentivized household participation (approximately 4 million households converted by 2018)

How NCR can adopt and improve its air quality?

1. Strict action against polluting industries, requiring them to install air filters to curb particulate or face fines & closure.

2. Instilling spirit of cooperative federalism as NCR spreads to several region requiring consensus based approach to curb pollution.

3. Data driven policy action with implementable goals to focus on treating structural deficits of coal based economy and shifting to sustainable sources.

4. Limited fuel based vehicles and streamlining electrification of entire public transport to offer last mile connectivity through clean energy.

Suggestions to improve:

  • Can propose region-specific mechanisms like strengthening Commission for Air Quality Management (CAQM) with enforcement powers similar to Beijing's Environmental Protection Bureau
  • Could suggest Pusa bio-decomposer technology scaled up for stubble management (successfully piloted in Delhi government farms)
  • Can mention Green War Room model with real-time monitoring and quick response teams for construction dust and garbage burning violations

Taking inspiration from Beijing, Delhi NCR too can curb pollution in line with Gradual Action Plan to implement Right to Clean Air under Article 21 and SDG 11 & 13 for sustainable cities.

Suggestions to improve:

  • Could add forward-looking element (e.g., "With sustained political will and technology adoption like India's BS-VI norms and National Clean Air Programme targets, NCR can achieve 40% pollution reduction by 2026")

Good structural presentation with relevant data on Beijing's success. However, the adaptation section needs more specificity addressing NCR's unique challenges like stubble burning and explaining HOW policies would work differently in Indian federal context. Strengthen implementation mechanisms.
