• By signing the Chicago Convention on December 7, 1944, 52 nations, including India, created the framework that governs global civil aviation today.
• All 193 member states of ICAO recognise and support this observance.

The International Civil Aviation Organisation (ICAO) is a specialised UN agency (founded by the 1944 Chicago Convention) that governs international air transport.

• Founding and Membership: Established in 1944 by signing the Chicago Convention. Headquartered in Montreal, it now has 193 member States.
• Mandate: ICAO sets global standards and recommended practices for aviation safety, security, efficiency and environmental protection.
• Key Aims (as per Article 44 of the Chicago Convention): Include ensuring safe and orderly growth of international air transport, developing navigation systems, and preventing economic waste through fair competition.
• Activities: ICAO coordinates international agreements, audits aviation safety, promotes capacity-building in developing countries, and leads initiatives like CORSIA (carbon offsetting scheme) and air traffic modernisation.
• India's Role: A founding member since 1944, India has maintained an uninterrupted presence on the ICAO Council for 81 years and was re-elected for the 2025-2028 term in September 2025.

Civil aviation is a global economic engine that creates jobs, supports trade and tourism, and links even the remotest regions to the world economy.

• Global GDP Contribution: Civil aviation contributes about USD 4.1 trillion to the world economy, representing nearly 3.9% of global GDP in 2025.
• Employment Generation: The sector supports around 86.5 million jobs globally, including direct, indirect, induced, and tourism-related employment.
• Direct Employment: Approximately 11.6 million people are directly employed in airlines, airports, air navigation, and related services.
• Infrastructure Investment: Airports worldwide invest billions in infrastructure, driving local economic growth and creating additional employment opportunities.
• Support for SDGs: Aviation helps achieve the UN Sustainable Development Goals by facilitating medical evacuations, humanitarian aid, education mobility, and market access.

India is now one of the world’s fastest‑growing aviation markets, with rising passenger numbers, new airports, regional connectivity under UDAN, and improving global safety rankings. Recent highlights include:

• Global Ranking: India is now the third-largest domestic aviation market globally in terms of passenger traffic, behind the USA and China.
• Airports: The number of airports (including civil enclaves) rose from 74 in 2014 to 163 in 2025. The government’s vision is to expand this to 350–400 airports by 2047, improving regional connectivity.
• Employment: India’s aviation sector is a major job generator. It currently supports about 7.7 million jobs (including 369,000 direct jobs).
• Regional Connectivity (UDAN): Under UDAN, 649 regional routes have been launched, linking 93 rural/remote airports.
• Policy Initiatives: The government has launched many reforms – e.g. simplified safety regulations, a Greenfield Airport Policy, the DigiYatra digital boarding initiative and PLI schemes for drones and MRO.

India is a founding member of ICAO, having attended the Chicago Conference in 1944 and signed the Convention on International Civil Aviation alongside 51 other nations.

• India was re-elected to Part II of the ICAO Council for the 2025-2028 term on September 27, 2025, during the 42nd ICAO Assembly Session in Montreal.
• India secured more votes than in the 2022 elections, reflecting growing confidence among the 193 member states in India's leadership and commitment to international civil aviation.
• Part II comprises states making the largest contribution to international civil air navigation facilities, positioning India as a key stakeholder in global aviation governance.
• India makes regular contributions to ICAO, including voluntary contributions to the International Finance Facility for Aviation Safety (IFFAS), where it serves as Vice-Chairman.
