Decentralisation refers to the transfer of authority, responsibility, and resources from higher levels of government to local institutions. In India, the 73rd and 74th Constitutional Amendments (1992) provided constitutional status to Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs), marking a watershed in grassroots governance and advancing the vision of Gram Swaraj.

Transformative Impacts

  1. Deepening of Democracy: Nearly 31 lakh elected representatives, with 46% women, make India the world’s largest grassroots democracy.

  2. Social Inclusion: Reservations for SCs/STs/OBCs and women mainstreamed marginalised voices (e.g., tribal women sarpanchs in Jharkhand).

  3. Participatory Planning: Gram Sabhas in Kerala’s People’s Plan Campaign and MP’s Gram Swaraj Act institutionalised collective decision-making.

  4. Improved Service Delivery: PRIs handle health sub-centres, Anganwadis, rural roads, models like Hiware Bazar (Maharashtra) and Kudumbashree (Kerala) demonstrate success.

  5. Accountability and Transparency: Social audits in MGNREGA (AP, Rajasthan) reduced leakages, e-Panchayat promotes real-time monitoring.

  6. Women’s Empowerment: Leaders like Neeru Yadav (Rajasthan) initiated reforms in education, sports, and sanitation.

  7. Environmental Sustainability: Village-led watershed projects and forest governance (e.g., Mendha Lekha, Maharashtra).

  8. Disaster Management: Odisha PRIs have effectively managed cyclones, PRIs played a frontline role during COVID-19.

Challenges Facing Decentralisation

  1. Fiscal Dependence

    • PRIs and ULBs lack revenue autonomy.
    • RBI Report on Local Finances (2021): PRIs’ own revenue less than 10% of total receipts.
    • ULBs raise only 0.2% of GDP in revenues vs 7% in OECD countries (World Bank, 2023).
  2. Capacity Deficit

    • Second ARC Report: shortage of technical and planning staff at local levels.
    • Example: In Jharkhand (2020), less than 20% of Gram Panchayats had trained secretaries, most rely on overburdened Block staff.
  3. Elite Capture & Proxy Representation

    • Sarpanch Pati phenomenon in Haryana, Bihar undermines women’s reservation.
    • NCAER study: dominant caste elites often capture resources, marginalising Dalits and tribals.
  4. Incomplete Devolution of Powers

    • States reluctant to devolve the full 29 subjects (11th Schedule) and 18 subjects (12th Schedule).
    • MoPR Devolution Index (2015–16): UP and Jharkhand devolved less than 10 subjects to PRIs.
  5. Irregular State Finance Commissions (SFCs)

    • Many states delay constitution of SFCs.
    • Example: West Bengal’s 4th SFC was delayed by 8 years, undermining predictable fund flow.
  6. Corruption and Weak Accountability

    • CAG audits often highlight misuse of MGNREGA and local body funds.
    • Example: In Bihar, CAG (2017) flagged diversion of Panchayat funds for non-permitted works.

Decentralisation has reshaped grassroots governance by empowering communities, improving service delivery, and deepening democracy. Yet, its full potential is hindered by fiscal and administrative constraints. Strengthening fiscal autonomy, capacity-building, and accountability can help India move from mere representative participation to effective empowerment and making local governance the cornerstone of inclusive development.
