Naxalism (Left-Wing Extremism, LWE) springs from historical deprivation, land/forest alienation, governance deficits and uneven development in India’s resource-rich but institution-poor interiors. While incidents and LWE-affected districts have declined markedly since 2010 (MHA data; affected districts down from ~90+ to ~45), the threat persists in pockets—now more localised, adaptive and networked.

1. Entrenched grievance economy: Continued land and forest-rights violations, delayed individual/community titles under FRA, 2006, weak PESA, 1996 operationalisation; mining/linear projects without robust consent/rehabilitation fuel support for extremists.

2. Border belt sanctuaries: Inter-state tri-junction forests (e.g., Chhattisgarh–Maharashtra–Telangana) enable mobility, safe havens and extortion corridors; uneven state capacity hampers seamless operations.

3. Financial resilience: Diversified funding via levies on contractors, PDS/works leakages, sand/forest produce, hawala, and skimming of welfare works; CSR flows distort local political economy if unsupervised.

4. Tech-enabled insurgency support: Use of encrypted apps, low-signature IEDs, quick propaganda cycles; urban over-ground networks for logistics, recruitment and narrative warfare.

5. Human capital pipeline: Targeted youth and women recruitment (including child associates as couriers) where schooling, skilling, and jobs are thin; coercion and intimidation sustain cadre base.

6. Service and justice deficit: Slow justice, poor grievance redress, limited presence of health, education, banking and telecom in interior gram panchayats—development works seen as sporadic or extractive.

7. Ecology–livelihood stress: Forest depletion, wildlife conflict, climate variability (drought/flood) and project-related displacement amplify livelihood insecurity and grievance mobilisation.

8. Threat adaptation: Shift from large formations to small, mobile, high-impact squads, targeting roads, telecom towers, and local leaders; IED ambushes on road-opening parties persist.

Multi-Layered Strategy to Tackle Naxalism

1. Security & Rule of Law (clear-hold-build)

   • SAMADHAN/SAMADHAN-Plus doctrine: actionable intelligence, leadership accountability, saturation of remote company operating bases, dedicated Greyhounds-type units, and joint ops across borders.

   • Targeted and lawful operations with human-rights compliance, body-worn cameras and independent oversight to prevent alienation.

   • IED countermeasures: Mine-protected mobility, route-sanitisation tech, canine units, forensic IED labs, and UAV/satellite tasking for pattern-of-life.

   • Fast-track adjudication of LWE crimes; strengthen witness protection and local police housing, welfare and training to reduce churn.

2. Governance Deepening & Everyday State Presence

   • Last-mile services: health (mobile units, tele-medicine), schools/hostels (Eklavya Model Residential Schools), nutrition, banking/UPI, and reliable telecom in every cluster.

   • Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWE) with security-by-design (culvert hardening, fibre protection), followed by routine bus & market services to normalise state presence.

   • Time-bound grievance redress camps (revenue, forest, pensions, MGNREGS) with social audit; Jan Sunwai re-institutionalised at block level.

3. Rights, Land & Livelihoods

   • FRA & PESA at scale: clear pending claims, GIS-based record of rights, gram sabha-controlled Minor Forest Produce (MSP with value-addition via Van Dhan Vikas Kendras).

   • Fair Rehabilitation & Resettlement: Consent-based acquisition, direct benefit sharing from mining/forestry, community development agreements; portability of welfare for displaced.

   • Livelihoods: MGNREGS for water & soil works, community irrigation; eco-tourism; market linkages with FPOs and e-NAM.

4. Financial Choke & Integrity of Development

   • Follow-the-money task forces (police–ED–IT–FIU) to disrupt levies/hawala, map contractor networks; UAPA/PMLA calibrated against extortion financiers.

   • DMF/CSR transparency: e-procurement, geo-tagged assets, community oversight committees; third-party audits to prevent capture/leakage.

5. Information & Community Partnership

   • Counter-narratives in local languages through AIR/Community Radio, SHGs, youth clubs; showcase local success and grievance resolution.

   • Surrender & rehabilitation: attractive packages (stipend, skill, housing), peer mentors and anonymity safeguards; track outcomes over 3–5 years.

   • Women-centric safety nets: SHG-linked micro-enterprises, creches, scholarships, and frontline women police for community trust.

6. Institutional Coordination & Metrics

   • Unified Commands in LWE states with shared situational picture (IMAC-like); real-time MAC/CCTNS/ICJS integration down to thana level.

   • Border-belt MoUs for hot pursuit, evidence sharing, and synchronized ops; common SoPs for road-opening/IED response.

   • Outcome dashboards: monthly tracking of incidents, surrenders, conviction rates, service delivery uptime, FRA titles, wage days, school attendance.

Naxalism is not merely a policing problem; it is a symptom of structural exclusion. Durable success lies in simultaneous progress on security, rights-based development, justice delivery, and clean local governance. The goal is to convert today’s contested spaces into ordinary places—safe to travel, learn, trade and aspire.
