Internal Security

10 marks

India’s induction of MQ-9B Sea Guardian HALE drones reflects the growing importance of persistent surveillance in maritime security. Examine how such unmanned systems can strengthen India’s internal and maritime security architecture.

Maritime Domain Awareness involves continuous detection, identification and monitoring of activities within a country’s maritime areas of interest. India’s recent lease of MQ-9B Sea Guardians strengthens this capability through persistent Intelligence, Surveillance and Reconnaissance (ISR).

Strengthening India’s security architecture

  1. Long-endurance surveillance enables persistent monitoring of vast maritime spaces. e.g: Indian Ocean Region.
  2. Advanced sensors improve detection of suspicious maritime activity. e.g: Unidentified vessels and unusual movements.
  3. Real-time ISR strengthens operational decision-making during emerging threats.
  4. Unmanned platforms reduce personnel exposure during prolonged surveillance missions.
  5. They complement existing maritime patrol assets. e.g: P-8I aircraft.
  6. Persistent monitoring strengthens protection of Sea Lines of Communication.
  7. Surveillance supports action against non-traditional threats. e.g: Piracy, trafficking and maritime terrorism.

Challenges to effective deployment

  1. Imported platforms create technological dependence. e.g: General Atomics, USA.
  2. High acquisition and operating costs affect scalability.
  3. Electronic warfare can disrupt remotely piloted systems.

Way Forward

  1. Integrate UAV feeds with Navy, Coast Guard and Information Fusion Centre–IOR networks.
  2. Accelerate indigenous HALE drones, sensors and secure communication systems.
  3. Develop layered counter-drone and electronic-warfare capabilities.

MQ-9B systems can significantly enhance India’s maritime awareness, but lasting security requires integrating advanced surveillance with indigenous capabilities and inter-agency information sharing.
