Recurring floods in India are increasingly becoming a consequence of developmental and governance failures rather than natural phenomena alone. Examine this statement in the light of the recent Assam floods. Suggest measures for building long-term flood resilience.

The recent floods in Assam affected over 6.5 lakh people, submerged hundreds of villages and caused significant loss of lives and livelihoods. While intense monsoon rainfall triggered the disaster, recurring floods highlight deeper issues of unplanned development, river basin mismanagement and climate change.

Factors aggravating floods in India

  1. Climate change has increased the frequency of extreme rainfall and erratic monsoon patterns. e.g.: Intense rainfall over the Brahmaputra basin during the 2026 Assam floods.
  2. River basin degradation due to siltation, erosion and loss of natural floodplains. e.g.: Brahmaputra's heavy sediment load increases flood intensity.
  3. Encroachment of wetlands and floodplains, reducing the natural capacity to absorb excess water.
  4. Unplanned urbanisation with inadequate drainage and impervious surfaces, leading to urban flooding. e.g.: Waterlogging in Guwahati during the recent floods.
  5. Deforestation and hill degradation in upstream catchments accelerate runoff and landslides.
  6. Weak flood management infrastructure, including ageing embankments and inadequate maintenance.
  7. Fragmented institutional coordination across states sharing river basins, limiting integrated flood management.

Measures for long-term flood resilience

  1. Adopt Integrated River Basin Management (IRBM) for major river systems.
  2. Restore wetlands, floodplains and natural drainage channels as nature-based flood buffers.
  3. Strengthen flood forecasting and early warning systems using satellite data, AI and community-based alerts.
  4. Promote flood-resilient infrastructure, climate-resilient agriculture and risk-informed land-use planning.
  5. Improve inter-state and transboundary cooperation, particularly in the Brahmaputra basin.

Floods cannot be eliminated, but their impacts can be substantially reduced through scientific river basin planning, climate adaptation and resilient infrastructure. The Assam floods reinforce the need to move from reactive disaster response to proactive risk reduction.
