Tips for your answer

  • Do not treat floods as purely natural disasters. Explain how climate change, poor land-use planning, floodplain encroachment and governance failures together increase flood vulnerability.
  • Remember value addition like the Disaster Management Act, 2005, Sendai Framework for Disaster Risk Reduction, Integrated River Basin Management (IRBM), Brahmaputra basin, and nature-based solutions.
  • Avoid focusing only on relief and rehabilitation. Give equal emphasis to prevention, preparedness, mitigation and long-term climate-resilient development.
