Rationale for developing Global Governance Index

(1) Need to rebalance west-centric perceptions which often possess several biases leading to lower ranks.
Eg. Freedom in the world Index & EIU index placed India as an electoral autocracy comparable to times during 1970s emergency period.

(2) To promote appropriate and scientific methodology to measure governance.

(3) To promote inclusivity and bridge North-South divide in Global Governance.

(4) To prevent score-card diplomacy whereby negative rankings are weaponised by developed nations to sermonise Global South Nations.

Suggestions to improve:

  • Can begin with the context of existing global governance metrics (e.g., World Bank's Worldwide Governance Indicators measuring voice, accountability, and political stability across 200+ countries)
  • Could mention India's recent proposal during its G20 presidency to develop a more inclusive governance index

Suggestions to improve:

  • Can elaborate on World Bank's expertise in data collection (e.g., collecting governance data from 200+ countries)
  • Could highlight OECD's experience in policy analysis (e.g., Better Life Index measuring well-being across 40 countries)
  • Can discuss how collaboration ensures methodological rigor (e.g., combining World Bank's Country Policy and Institutional Assessment framework with local governance parameters)
  • Could explain how existing indices overlook unique governance challenges of developing nations (e.g., informal economy, demographic diversity)
  • Can suggest specific methodological improvements (e.g., incorporating digital governance indicators like e-participation)
  • Could mention concrete steps for international collaboration (e.g., forming technical working groups with World Bank's Governance Global Practice)
  • Can discuss capacity building initiatives (e.g., training programs for statistical offices in developing nations)

Hence, if India succeeds to effectively formulate & implement the proposed index, it would immensely strengthen transparency, inclusivity and promote rating of global South nations, all the while improving India's soft power image as a global leader capable of bringing much needed reforms in global governance.
