Rationale for developing Global Governance Index
(1) Need to rebalance west-centric perceptions which often possess several biases leading to lower ranks.
Eg. Freedom in the world Index & EIU index placed India as an electoral autocracy comparable to times during 1970s emergency period.
(2) To promote appropriate and scientific methodology to measure governance.
(3) To promote inclusivity and bridge North-South divide in Global Governance.
(4) To prevent score-card diplomacy whereby negative rankings are weaponised by developed nations to sermonise Global South Nations.

India's Objective:
As current president of International Institute of Administrative Sciences (IIAS), India aims to leverage existing frameworks of World Bank, OECD and UN DESA to create a comprehensive and just index.
Way Forward
(1) Establish transparent and scientific methodology.
(2) Seek international collaboration to embed best-practices.
(3) Incorporate perspectives from both developing nations & developed nations.

Hence, if India succeeds to effectively formulate & implement the proposed index, it would immensely strengthen transparency, inclusivity and promote rating of global South nations, all the while improving India's soft power image as a global leader capable of bringing much needed reforms in global governance.
