Why does the United Nations Security Council need reform? Discuss the issues related to permanent membership and veto power.

The UN Security Council has primary responsibility for maintaining international peace and security. However, its structure largely reflects the geopolitical realities of 1945, creating concerns regarding its representativeness, legitimacy and effectiveness.

Need for UNSC Reform

  1. Outdated representation fails to reflect the contemporary distribution of global power. e.g: India, the world’s most populous country, has no permanent seat.
  2. African under-representation persists despite the continent comprising 54 UN members.
  3. Developing countries remain inadequately represented in permanent decision-making.
  4. Frequent deadlocks prevent effective responses to major conflicts and humanitarian crises.
  5. Institutional legitimacy suffers when a few countries possess disproportionate decision-making powers.

Issues with Permanent Membership and Veto

  1. P5 dominance creates inequality between permanent and non-permanent members.
  2. Veto power can prevent collective action even when a majority supports it.
  3. National interests may override collective security during geopolitical conflicts.
  4. Humanitarian action can be blocked during mass atrocities.
  5. Complete abolition of veto remains difficult as P5 consent is required for Charter amendments.

Way Forward

  1. Expand permanent and non-permanent membership to improve representation. e.g: India’s G4 initiative and greater African representation.
  2. Restrict veto use during genocide, crimes against humanity and large-scale war crimes. e.g: France-Mexico initiative.
  3. Improve transparency and accountability in UNSC decision-making.
  4. Build wider consensus through Intergovernmental Negotiations on UNSC reform.

UNSC reform should balance effectiveness with representation. Expanding membership and ensuring responsible use of the veto can make the Council more democratic, legitimate and responsive to contemporary conflicts.
