The recent rise in sugar prices has revived the debate over diverting sugarcane for ethanol production. Examine the economic and environmental significance of India’s ethanol-blending programme and the challenges of balancing food, fuel and farmer interests.

Ethanol blending substitutes domestically produced biofuel for petrol, reducing fossil-fuel dependence and supporting farm incomes. However, sugarcane’s competing use for sugar and ethanol creates a policy trade-off between energy security, food affordability and agricultural sustainability.

Economic and environmental significance of ethanol blending

  1. Ethanol reduces dependence on imported crude oil. e.g: India achieved E20 blending in 2025.
  2. Domestic biofuel improves energy security amid volatile oil prices.
  3. Diversion of surplus sugar improves mill liquidity. e.g: Faster payment of sugarcane dues.
  4. Ethanol provides farmers a stable additional market for crops.
  5. Blending can lower lifecycle transport emissions compared with fossil petrol.
  6. Feedstock diversification strengthens the biofuel ecosystem. e.g: Maize now contributes substantially to ethanol production.

Challenges in balancing food, fuel and farmers

  1. Competing uses can tighten sugar availability during low-output years.
  2. Sugar prices are sensitive to production shocks. e.g: Output for 2025-26 estimated at 306 LMT against an initial 343 LMT.
  3. However, ethanol diversion alone cannot explain current inflation. e.g: Government attributes the 2026 rise mainly to lower output, weather damage and festive demand.
  4. Sugarcane cultivation creates severe water stress. e.g: Water-intensive cultivation in Maharashtra.
  5. Grain-based ethanol can shift food-versus-fuel pressures to maize and rice.
  6. Fixed ethanol procurement prices may distort cropping and mill decisions.

Way Forward

  1. Adopt flexible sugar-to-ethanol diversion based on annual production and buffer stocks.
  2. Prioritise second-generation ethanol from agricultural residues and diversify feedstocks.
  3. Promote water-efficient sugarcane cultivation and transparent ethanol pricing.

Ethanol can simultaneously advance energy security and rural incomes, but its sustainability requires flexible feedstock allocation that protects consumers, farmers and scarce natural resources.
