India's pharmaceutical industry is increasingly becoming a strategic pillar of the economy and global healthcare. In this context, examine the implications of the proposed U.S. tariffs on generic medicines for India's pharmaceutical sector and discuss the policy measures needed to strengthen its global competitiveness.

India is known as the "Pharmacy of the World", supplying nearly 20% of global generic medicines and almost half of all generic prescriptions in the United States. The proposed U.S. tariff of up to 100% (and later 200%) on imported generic medicines poses a significant challenge to India's export-oriented pharmaceutical industry.

Implications for India's pharmaceutical sector

  1. Reduces export competitiveness as higher tariffs increase the landed cost of Indian generic medicines in the U.S. e.g.: The U.S. is India's largest pharmaceutical export market.
  2. Compresses profit margins for generic manufacturers operating on low-cost, high-volume business models. e.g.: Indian pharma stocks declined following the tariff announcement.
  3. May encourage overseas manufacturing, with firms establishing production facilities in the U.S. to retain market access. e.g.: The tariff proposal provides a transition period for onshoring production.
  4. Creates supply chain uncertainties, particularly due to India's dependence on imported Active Pharmaceutical Ingredients (APIs), especially from China.
  5. Raises concerns over affordable healthcare, as reduced Indian exports could increase medicine prices for U.S. consumers due to the dominant role of Indian generics.

Measures to strengthen global competitiveness

  1. Strengthen domestic API manufacturing under the Production Linked Incentive (PLI) Scheme to reduce import dependence.
  2. Move up the pharmaceutical value chain by investing in biosimilars, complex generics and innovation-driven R&D.
  3. Diversify export markets across Africa, Latin America and Southeast Asia to reduce overdependence on the U.S.
  4. Enhance regulatory excellence by improving compliance with USFDA, EMA and WHO-GMP standards.
  5. Pursue trade diplomacy through bilateral trade negotiations and mutual recognition agreements to ensure stable market access.

Way Forward

  1. Integrate industrial policy with trade strategy through the Bulk Drug Parks Scheme and PLI initiatives.
  2. Increase public and private investment in pharmaceutical research, biotechnology and precision medicine.
  3. Position India as a trusted global healthcare partner by combining cost competitiveness, quality assurance and supply chain resilience.

The proposed U.S. tariffs underline that pharmaceuticals are no longer merely a trade commodity but a strategic industry. For India, sustaining global leadership will require a shift from cost-based competitiveness to innovation, resilience and strategic economic diplomacy.
