Why is funding important for the independence of civil society organisations in India? Discuss the challenges and suggest measures to strengthen their financial sustainability.

Civil society organisations act as a bridge between citizens and the State by delivering services, representing vulnerable groups and promoting accountability. Their effectiveness depends significantly on access to adequate, diverse and independent sources of funding.

Challenges in Funding Civil Society

  1. Foreign funding constraints have increased compliance requirements for organisations receiving overseas contributions. e.g: Foreign contributions are regulated under the FCRA, 2010.
  2. Funding concentration can make organisations dependent on a small number of donors.
  3. Domestic philanthropy gaps particularly affect smaller NGOs working in remote and underserved regions.
  4. CSR preferences may favour measurable projects over long-term institutional support and advocacy.
  5. Compliance burden can disproportionately affect smaller organisations with limited administrative capacity.
  6. Donor dependence may influence organisational priorities and weaken operational autonomy.
  7. Short-term funding makes it difficult to retain skilled workers and sustain long-term interventions.

Why Financial Independence Matters

  1. Institutional autonomy allows organisations to work according to community needs rather than donor priorities.
  2. Democratic participation is strengthened by independent organisations representing diverse social interests.
  3. Last-mile delivery complements government programmes. e.g: NGOs working in health, education and disaster relief.
  4. Innovation allows new approaches to social problems to be tested before wider adoption.

Way Forward

  1. Diversify funding through domestic philanthropy, individual giving and community-based contributions.
  2. Expand transparent financing mechanisms. e.g: Social Stock Exchange and Zero Coupon Zero Principal instruments.
  3. Simplify compliance for smaller organisations while ensuring transparency and accountability.
  4. Encourage CSR and philanthropic foundations to provide long-term institutional funding.

A vibrant civil society requires both accountability and financial independence. India must therefore build a diversified domestic funding ecosystem that enables NGOs to remain transparent, sustainable and responsive to citizens.
