Why is compassion important in public service? Explain with suitable examples.

Compassion is the ability to recognise another person’s suffering along with a willingness to alleviate it. In public administration, it ensures that rules and procedures ultimately serve human welfare and dignity.

Importance in public service

  1. Protects the vulnerable by recognising disadvantages beyond formal eligibility. e.g: Assistance to homeless persons during extreme weather.
  2. Humanises administration by preventing mechanical application of rules. e.g: Supporting elderly citizens facing difficulties with digital services.
  3. Improves responsiveness by encouraging officials to understand citizens’ immediate needs. e.g: Relief during floods and disasters.
  4. Promotes inclusion by giving greater attention to marginalised groups. e.g: Accessible public services for persons with disabilities.
  5. Strengthens public trust when citizens experience administration as supportive rather than indifferent.
  6. Guides ethical discretion when strict procedural compliance may produce an unjust outcome.

Compassion with objectivity

  1. Compassion should operate within constitutional values and not become favouritism.
  2. Decisions must balance individual circumstances with fairness towards all citizens.
  3. Institutional mechanisms should complement personal compassion. e.g: Effective grievance redressal and social audits.

Civil servants should develop empathy, active listening and citizen-centric attitudes through training and field exposure.

Compassion does not weaken administrative objectivity; it gives public service a human purpose by combining fairness with sensitivity towards those most in need.
