In the age of Artificial Intelligence, why is empathy important in public service? Discuss.

Empathy is the ability to understand another person’s feelings, circumstances and perspective. As Artificial Intelligence increasingly assists public decision-making, empathy becomes essential to ensure that efficiency does not come at the cost of human dignity.

Importance of empathy in public service

  1. Humanises administration by recognising circumstances beyond available data. e.g: Assistance to an elderly pension beneficiary unable to authenticate biometrics.
  2. Protects vulnerable groups from rigid application of automated rules. e.g: Welfare beneficiaries excluded due to technical errors.
  3. Improves responsiveness by understanding citizens’ lived experiences. e.g: Trauma-sensitive disaster relief.
  4. Reduces algorithmic bias by questioning outcomes that disproportionately affect particular groups.
  5. Strengthens trust when citizens feel heard rather than merely processed by a system.
  6. Supports ethical discretion where competing values cannot be resolved through algorithms alone.

Balancing technology with empathy

  1. AI should assist rather than replace human judgement in consequential decisions.
  2. Officials must provide accessible grievance redressal against automated decisions.
  3. Administrative training should combine digital competence with compassion and emotional intelligence.

Technology can improve the speed of governance, but empathy gives governance its human purpose. Ethical public administration must therefore combine technological efficiency with compassionate human judgement.
