Introduction

The Model Youth Gram Sabha initiative, launched in 2025 by the Ministry of Panchayati Raj in collaboration with the Ministry of Education, Ministry of Tribal Welfare, and the Aspirational Bharat Collaborative, is an innovative step towards promoting participatory democracy among youth. Rooted in the constitutional framework of Article 243A, which defines the Gram Sabha as the foundation of the Panchayati Raj system, this initiative seeks to inculcate awareness, civic responsibility, and leadership from an early age.

    • The Gram Sabha, under Article 243A, consists of all registered voters in a village and acts as the cornerstone of grassroots democracy.

    • However, in practice, many Gram Sabhas suffer from low attendance and limited awareness, especially among youth.
  2. Role and objectives of the Model Youth Gram Sabha initiative:

    • The program simulates real Gram Sabha sessions in over 1,000 schools across 28 States and 8 UTs, including Jawahar Navodaya Vidyalayas and Eklavya Model Residential Schools.
    • Students role-play as Sarpanch, Secretary, and villagers, engaging in debates on budgets, schemes, and local development—thus learning governance through experience.
    • The initiative trains teachers (over 1,200 trained so far) through 126 master trainers to ensure effective facilitation.
    • It aims to embed civic education and local self-governance concepts into the curriculum.

    • Civic awareness: Helps students understand their rights, duties, and the functioning of Panchayati Raj institutions.

    • Inclusivity and representation: Promotes participation among tribal students and girls, especially through EMRS and Navodaya schools.

    • Scalability: Extending the initiative to all schools and colleges requires sustained funding and coordination among ministries.
    • Teacher preparedness: Continuous training and support for educators are essential.
