Indian Polity

10 marks

“The right to vote in India is a statutory right, yet its exercise has deep constitutional implications.” In this context, critically examine the debate on compulsory voting in India.

Tips for your answer

  • 1. Start with clarity of nature of right
  • Clearly state: Voting = statutory right, but linked to Article 19(1)(a) (choice + NOTA). This sets the conceptual foundation.
  • 2. Balance the argument (core of answer)
  • For compulsory voting: higher turnout, stronger democracy
  • Against: violates freedom not to vote, impractical, coercive penalties
  • Keep it analytical, not one-sided
  • 3. Use committees + conclude smartly
  • Quote Law Commission of India (255th Report) or Dinesh Goswami Committee → then conclude:
  • “Awareness > coercion” (reform-oriented ending)
