Urban Challenge Fund projects approved by Lok Sabha so far, Pg12
Housing Minister approves 33 Urban Challenge Fund projects, allocating ₹1 lakh crore central assistance to boost critical urban infrastructure development.
The government has approved or accorded in-principle approval to 33 projects under the Urban Challenge Fund (UCF).
Union Minister for Housing and Urban Affairs, Manohar Lal, informed the Lok Sabha about these approvals.
The UCF envisages a total central assistance of ₹1 lakh crore over its mission period.
The fund aims to support transformative urban infrastructure projects across the country.
The operational guidelines for the Urban Challenge Fund were launched on April 15, 2026.
Detailed Insights:
The Urban Challenge Fund is a Centrally Sponsored Scheme under the Ministry of Housing and Urban Affairs (MoHUA).
It was approved by the Union Cabinet in February 2026, marking a shift from grant-based financing to a market-linked, reform-driven approach for urban development.
The fund is designed to catalyze nearly ₹4 lakh crore in total investments, with the central assistance covering 25% of the project costs.
A minimum of 50% of the project cost must be mobilized from market sources, such as municipal bonds, bank loans, and Public-Private Partnerships (PPPs), with the remaining 25% from Urban Local Bodies (ULBs) or state governments.
The UCF is operational from FY 2025-26 to FY 2030-31, with an extendable implementation period up to FY 2033-34.
Projects are selected through a competitive challenge-based framework, focusing on 'Cities as Growth Hubs', 'Creative Redevelopment of Cities', and 'Water & Sanitation Infrastructure'.
Projects already funded under schemes like AMRUT 2.0 or Swachh Bharat Mission (SBM) 2.0 are not eligible for assistance under the UCF.
Alongside the UCF, the Credit Repayment Guarantee Sub-Scheme (CRGSS) was also launched to support Urban Local Bodies in accessing loans, particularly for smaller cities and those in North-Eastern and hilly states.
Manohar Lal assumed charge as the Union Minister of Housing and Urban Affairs in June 2024.
