The Defence Ministry is set to release the sixth Positive Indigenisation List (PIL) for defence equipment in the coming months.
The Department of Military Affairs (DMA) recently reviewed the proposed list, which is in its final stages of consideration.
This upcoming list will primarily focus on items for the Indian Navy and the Indian Army.
It aims to add more strategically important Line Replaceable Units (LRUs), sub-systems, assemblies, and other equipment to be sourced domestically.
The initiative is a crucial step towards achieving the government's Atmanirbhar Bharat objective in the defence sector.
Detailed Insights:
The DMA has previously promulgated five PILs between August 2020 and October 2023, encompassing 509 major items.
Out of these 509 items, 191 items worth ₹3.40 lakh crore have been contracted, while Acceptance of Necessity (AoN) has been accorded for another 114 items valued at ₹4.75 lakh crore.
The remaining 204 items from the previous lists, with an estimated value of ₹5.41 lakh crore, are currently in various stages of development.
The release of the sixth PIL was delayed as the Services and the Ministry thoroughly examined the requirements and potential for indigenisation of additional equipment.
The PILs notified by the DMA are distinct from those issued by the Department of Defence Production (DDP); the DDP has released six PILs covering 5,417 items.
These lists are designed to progressively restrict the import of specified military equipment, thereby mandating procurement from the domestic industry.
Key Concepts Involved:
Positive Indigenisation List (PIL): An official list issued by the Ministry of Defence that bans the import of specific defence items after a set deadline, requiring their procurement from domestic manufacturers.
Atmanirbhar Bharat: A policy vision by the Indian government promoting self-reliance across various sectors, including defence, to reduce import dependence.
Department of Military Affairs (DMA): A department within the Ministry of Defence responsible for promoting jointness among the armed forces and encouraging the use of indigenous military equipment.
Line Replaceable Units (LRUs): Modular components of equipment designed for rapid removal and replacement at the operational level to restore functionality.
Acceptance of Necessity (AoN): The formal in-principle administrative approval granted by the Defence Acquisition Council to initiate a capital procurement project.
