Explanation

The annual Union Budget is treated as a Money Bill. According to the principle of Collective Responsibility enshrined in Article 75 of the Indian Constitution, the Council of Ministers is collectively responsible to the Lok Sabha. If the Lok Sabha fails to pass the Budget, it is seen as a clear indication that the government has lost the confidence of the House. Consequently, the Prime Minister must submit the resignation of the entire Council of Ministers, as the government cannot continue to function without the authority to spend public money.
