Election Commission initiates Special Intensive Revision 2025 across multiple states, aiming for updated electoral rolls and enhanced voter participation.
The Election Commission of India (ECI) has initiated a Special Intensive Revision (SIR) of electoral rolls in nine states and three Union Territories starting November 4, 2025.
This SIR phase includes Tamil Nadu, West Bengal, Kerala, Uttar Pradesh, Madhya Pradesh, Rajasthan, Chhattisgarh, Goa, Gujarat, and the Union Territories of Andaman and Nicobar Islands, Lakshadweep, and Puducherry.
The post-enumeration draft roll will be released on December 9, and the final roll on February 7, 2026.
This is the ninth SIR in India’s 75-year electoral history and the first in 21 years, covering over 51 crore electors.
Detailed Insights:
The SIR aims to create a new electoral roll and includes states going to polls next year, excluding Assam due to different citizenship issues.
The ECI has directed state governments to provide workforce for SIR operations and not transfer officials involved.
The SIR will cover 321 districts, 1,843 Assembly constituencies, 5.33 lakh polling stations, and involve over 7.64 lakh booth level agents.
Some states like Tamil Nadu and Kerala have expressed reservations about the SIR, while West Bengal, bordering Bangladesh, faces challenges related to infiltration and citizenship.
The ECI has clarified that no documents are to be collected from electors during the enumeration phase to ease voter apprehension.
The process involves three visits to each elector's house by Booth Level Officers (BLOs), using familiar forms for enrolment, deletion, and correction.
The Supreme Court has sanctioned the legitimacy of the SIR process, and the ECI hopes for seamless execution despite potential hurdles.
The Chief Election Commissioner, Gyanesh Kumar, expects constitutional roles and duties to be upheld during the SIR implementation.
