Union Minister Shri Shivraj Singh Chouhan launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0.
DILRMP 3.0 aims to improve Ease of Living for rural citizens, farmers, and property owners through integrated land administration.
Previous phases digitized 99.90% of Records of Rights (RoRs) and 97% of cadastral maps.
Key features include a GIS-enabled ‘Land Stack’, Universal Bhu-Aadhaar (ULPIN), and Registration Seva Kendras (RSKs).
The program will be implemented with 100% central funding across all States and Union Territories.

DILRMP 3.0 shifts from isolated digitization to full system integration, ensuring easier access to institutional credit and reducing citizen visits to government offices.
It focuses on spatial accuracy, georeferenced maps, and seamless interoperability across departments to resolve legacy challenges.
The Land Stack will integrate various land-related information layers, forming a National Land Stack from state-level systems.
ULPIN assigns a 14-digit unique identifier to every land parcel to establish unambiguous property identities and prevent fraud.
RSKs will modernize 75 high-footfall Sub-Registrar Offices (SROs) into citizen-friendly service centers, similar to Passport Seva Kendras.
Other components include scanning legacy records, creating a Registration Repository, and modernizing Revenue Court Case Management System (RCCMS) for paperless courts.
The NAKSHA pilot project will be accelerated to create GIS-based urban land records and issue Urban Property Cards (UrPro Cards).
Implementation will be performance-linked and monitored in real-time via an upgraded DILRMP-MIS dashboard overseen by the Project Sanctioning & Monitoring Committee (PS&MC).
